WHO is responsible for clearing dead animals from the roadside?

I travel along the Ringwood bypass, Poulner Hill and the Bournemouth Spur Road twice a week. For the past six or seven weeks there have been three foxes and one badger carcass laying on the verge, and one fox on the centre of the road.

Every time I pass, it upsets me, and the beautiful red coat of the fox is now black and disgusting.

Surely there must be some health risks leaving the carcasses to rot away. Also, it could be harmful to other wildlife?

It wouldn't take much for the council to make sure things like that are picked up every so often.

I wonder how many children over the holiday period travelling in their families' cars have seen them and got upset? I know it upsets me every time I pass!
