HAVING returned to Southampton after a period of some 25 years I too am disgusted at the state of the roads, I probably have more reason to feel this way than most for in the early 1970s I held the Chair of Public Works.
In those days by comparison with now, our road surfaces were good, the reason being that we employed a "Trench Inspector" I forget his proper title, his only task was to liaise with the "Utilities" and others who had legitimate reasons for digging their holes.
When they were first filled in, the temporary surface had to be fit for purpose, and within six months following settlement in the ground the final surface had to be laid, to an approved standard, if they were not then they were obliged to start again until they were.
The post clearly does not exist today, as judged by the evidence. I believe there can be little doubt that such an officer would prove his worth quickly, with the Utilities taken greater care.
