SOUTHAMPTON residents were asking today where they are supposed to keep a THIRD bin when a new recycling scheme is rolled out next month.

Council chiefs are charging up to £55 to collect garden waste – but the price tag is not the main cause of complaints.

People across the city have reacted with horror when they have found out it will mean yet another wheelie bin cluttering up their homes – and the streets.
