Crews from Rushmoor tackled the flames on Reading Road, in Farnborough, which broke out at around 3.40am.
Around 48 residents had to be evacuated from their homes and some have been left without gas and electricity supplies, which SGN and SSE are working to restore.
The resident were allowed to return to their homes shortly after 11am after the fire was put out at around 8.40am.
Crews were called to the scene after a neighbour spotted the flames bursting out of a hole in the road, where works are taking place.
Reading Road has been reopened to pedestrians, but remains closed to vehicles.
