The road northbound has been partially blocked between Pound Tree Road and New Road.
The winds brought a tree down at Shawford, near Winchester, blocking the main line from London to the south.
It means that services between Eastleigh and Winchester are at a standstil.
A fallen tree is also blocking the line between Southampton and Fareham.
The weather has also affected Southampton docks. DP World initially suspended services this morning, but work has now been resumed.
