PLANS to build 13 homes on Abbotts Road, Winchester, have finally been given the all-clear.

The Royal Observer Corps HQ, a World War II building, is being converted and its ancillary buildings demolished to make way for three one-bedroom properties, three two-bedroom dwellings and seven three-bedroom houses, all with associated parking.

City planners stipulated that Southampton-based Bayview Developments must present the local planning authority with full details of hard and soft landscape works and that trees retained on the site must have long-term protection.

The council had been waiting for the developers to complete all the necessary paperwork.

In 2004, a scheme for 22 homes wasturned down when planners said the design did not fit in with the surrounding area.

Some councillors believed the site would be a lot easier to develop if the 1940s building was demolished, but conservation officer, Hazel Brushett, said English Heritage would not back down on the Grade II listing and refused to let the building be demolished on the grounds of its historical importance.
