The road traffic collision apparently involving eight vehicles has brought traffic to a standstill on the M27 eastbound.
No one has been injured in the accident but the crash is causing hour-long delays for commuters.
Tailbacks are going from junction 4 to junction 5.
Emergency services had to block the road to deal with the incident on the hard shoulder of the motorway at junction five.
It is the second incident on the motorway involving eight vehicles in a matter of hours.
A spokeswoman for South Central Ambulance Service confirmed that all drivers had been assessed and no one was injured or taken to hospital.
